Vietnam is facing an HIV/AIDS epidemic that is accelerating while changing its character, shifting from concentrated within high risk groups into the general population. With the early recognition of the potential threat of the HIV/AIDS epidemic, the Government of Vietnam decided to establish its National AIDS control program in 1987, even before the first case of HIV infection was detected in 1990.
SCOPE is an interactive computer software simulation program, and has now been redeveloped as a planning tool that assists users in designing and implementing effective health communication projects in their countries data on other health topics and areas.

Survey findings are expected to provide evidences of the situation, demands, barriers and difficulties in accessing HIV/AIDS services of the key populations and PLHIV as well as the capacity and quality of HIV/AIDS services for the design of specific, appropriate and sustainable interventions to enhance quality and performance of the community-based HIV/AIDS services in the project provinces.

CCRD’s mission is to contribute to the improvement and equity of health care and social advancement for the Vietnamese people through a systematic and sustainable approach that combines sound knowledge, cultural sensitivity and capacity building.
