Upgrading HIV Info software and provincial training

HIV INFO software is a software system that supports provinces/cities in managing people living with HIV.  Since it was created, HIV INFO has been upgraded through many versions from 2.0, 2.1 to 3.0.  HIV INFO was designed and first used in 2012 by the Vietnam Administration of HIV/AIDS Control (VAAC) in order to support provinces in managing HIV cases according to Circular 09/2012/TT-BYT which brought many benefits in managing people living with HIV in locality.

However, since its first application until 2017, provinces/cities realized that HIV INFO 3.0 software still had some technical issues thus not meeting the practical demands of users because it has: (1) complicated settings, (2) it does not optimize management of treatment status for people living with HIV, and (3) it lacks some proper categories to classify PLHIV for epidemic control and management purpose.

Through technical support activities of the “In Country Strategic Information Capacity for Sustainable HIV response” project in both Dien Bien and Nghe An from 2015 to 2017, the Center for Community Health Research and Development (CCRD) identified and analyzed the issues and found solutions which were used to upgrade HIV INFO 3.0 to 3.1 version. The upgrade was successfully completed with the support and collaboration of the VAAC in 2017.

HIV INFO 3.1 solved the problems of the former version, helping users to conveniently manage and report data of PLHIV. New functions with simple settings include: update data entry/modify status of HIV case verification, update treatment status, identify PLHIV who are working away from home, etc. This helped to fully manage the information of each person living with HIV and make a list of people living with HIV who needed verifying according to wards and communes as well as connect with electronic ARV Patient Management Software (ePMS). The new version also helped to produce new reports such as: list of PLHIV with treatment status in provinces/districts/communes, analysis of PLHIV with resident status detailed to provinces, districts, communes. As a request, HIV INFO 3.1 effectively supported provinces to report the status of the HIV epidemic and the progress of achieving the first two 90-90 targets.

In addition to upgrading the software, CCRD co-operated with the VAAC to hold training courses about using HIV INFO 3.1 software for staff in charge of HIV case management in Dien Bien and Nghe An in 2017.

Recognizing the practical benefit of the upgraded version, the VAAC requested CCRD to scale up training courses to all provinces/cities in the country to allow consistent implementation. However, due to limited project scope and budget, CCRD only co-operated with the VAAC to implement trainings for 21 provinces including: An Giang, Kien Giang, Ha Noi, Nam Dinh, Nghe An, Dien Bien and Institutes (National Institute of Hygiene and Epidemiology, Pasteur in Nha Trang, Pasteur in Ho Chi Minh city and Tay Nguyen Institute of Hygiene and Epidemiology). The training courses were highly appreciated by local participants and achieved good results because HIV INFO 3.1 better met their practical demand and helped to enhance database management quality of people living with HIV in local areas.

Furthermore, to guide provinces that weren’t trained on outreach and using software, CCRD supported the VAAC to make HIV INFO 3.1 software training videos in 2017. The videos were posted on YouTube and the internal website of Monitoring and Evaluation (M&E) staff network over the country. These videos were a very helpful tool to guide users. They received positive feedbacks from provinces/cities because of the convenience and benefits these video brought.
