Analysis on multi-sectoral collaboration on HIV/AIDS prevention and control

Introduction

The analysis was conducted in December, 2006 to provide the specific and real data base to formulate guidelines and to improve the effectiveness of multi-sectoral coordination in HIV/AIDS prevention and control in accordance to the directive 54-CT/TW.

Objectives

- To analyze the documents on multi sectoral and inter sectoral coordination in HIV/AIDS prevention and control which were     promulgated at the central and provincial levels
- To give specific recommendations for establishing the implementing guidelines in multi sectoral coordination in HIV/AIDS     prevention and control in accordance to the directive 54-CT/TW.

Methods

The survey reviewied the documents on multi sectoral and inter sectoral coordination in HIV/AIDS prevention and control which were promulgated after 1995 by Government organizations at central level (78 legal documents) and three project provinces Lang Son, Khanh Hoa, An Giang. Some group discussions and in depth interviews (with the mangers and leaders) also were implemented and used relevant data and reports.

Findings

The resutls indicated the limittations and inadequate of documents relating to multi-sectoral coordination. The main problems are: late or not delivering the enforcement guiding documents; legal documents relating to multi-sectoral coordination only have been promulgated in main Ministries and joint circulars only existed between two ministries but not three or more; Contents of the coordination were not much mentioned at the documents. Some units, branches and mass organizations were not mentioned in the documents but infact considerable participated, for instance Women Union, Red Corss, Peasant Association, religious organizations. Mass media also was supposed to participate much in this matter, however it was neither included nor actively joined. Interventions of harm reduction and mother to child transmition prevention were not mentioned at the documents. The roles and responsibilities of stakeholders and coordination mechanism were not cleary identifed in the documents. Some documents has been in effect but were not suitable to the date.

The implementation of multi-sectoral coordination in HIV/AIDS prevention and control, in fact, has encountered some difficulties: lack of budget for implementation, no staff fully being in charge of this matter or staff have no experience in HIV/AIDS prevention and control. Discrimination and stigma among some leaders also affected considerable to multi sectoral coordination

Conclusions

Many more practical measures should be done, including: clearly assigning responsibilities for every ministry, branch and sector, consolidating organization system, replacing documents which were no longer suitable, integrating HIV/AIDS programs to other health programs, increasing mobilization of the participation from social organizations and mass media.
